New York State offers three levels of assisted living residences for seniors who can no longer live independently: Adult Homes, Enriched Livings and Assisted Livings. All three models are licensed to provide residents with private or semi-private rooms, meals and snacks, housekeeping, laundry and 24-hour supervision. But each model includes a different type and degree of service.
Each of these models can get licenses for more extensive services. These licenses are for the Enhanced Living Program and the Assisted Living Program (ALP)
Here is an explanation of the differences.
Adult Home Assisted Living Model
New York’s Adult Home Model requires a facility to offer occupants an apartment or a single or shared room, some or all meals, housekeeping and laundry service and 24 hour on-site monitoring and security. Adult homes also offer some case management services as well as recreational and educational programs and outings. Most are paid for privately and some services like house keeping and laundry are included in the cost.
Enriched Housing Assisted Living Model
The Enriched Housing Model is a New York State-licensed adult home that houses residents who are still moderately independent. Enriched housing provide residents with apartments with small kitchens, sleeping quarters and a bath. Like all adult homes they offer meals, housekeeping services, and laundry plus recreational and social activities and transportation to doctor appointments and shopping. In addition they supply home health care as needed. Occupancy is paid for privately and the price is determined by the size of the apartment and the amount of assistance a resident requests.
One caveat about enriched living: This model requires occupants to be able to ambulate independently. That means, in case of emergency occupants must be able to walk out of the building unassisted. If that is not possible, the resident is asked to leave.
Assisted Living Residence Model
New York’s Assisted Living Residence is an adult home that requires more oversight than the enriched living model. The apartments are usually smaller without kitchens, and the facility must offer daily meals, 24 hour on-site monitoring, and case management. An assisted living residence provides more intense medical supervision than is permitted within enriched living for each resident, however it will not permit 24- hour skilled care. This residence model is for adults with chronic disabilities. Most assisted living residents only take private pay and services are included in the fee.
There are two additional programs that allow adult homes to accommodate occupants who need more than occasional assistance with daily activities.
Enhanced Living Assisted Living Program
The Enhanced Living Program is a New York Department of Health certification that permits individuals to remain in a residence even when they no longer meet the original admissions requirements. An enhanced living program authorizes an adult home to designate a specific number of beds for infirm individuals who can no longer ambulate independently or require more than intermittent care. This program is for people who need a significant amount of oversight, but still not 24-hour care. It must be paid for with private funds.
ALP Assisted Living Program
The Assisted Living Program or ALP is a program that permits residents who need more than occasional care to remain in their current adult home. This program is not to be confused with the Assisted Living Residence. The ALP authorizes adult homes to accommodate residents who need a nursing home level of care but not 24 hours of nursing care. Although these residents need more intense care, they cannot be bedridden and they cannot be a danger to others. This is a Medicaid sponsored program that enables people who can no longer pay independently to have government funds pay for their stay.
New York’s three assisted living models offer many senior friendly options that permit individuals to age in place. However it takes a savvy senior to comprehend the nuances among these living options.
