On September 26, the School of Mechanical Engineering held a and staff meeting at the International Conference Center of Jiuli Campus.
Dean Qian introduced the background of mechanical discipline, clarified that the five major projects that China Manufacturing 2025 needs to implement are closely related to the mechanical engineering discipline, and 6 of the 10 key areas are closely related to the mechanical discipline. In addition, he proposed strategies for optimization of the layout of disciplines in the field of basic component performance improvement, high-end manufacturing, innovative design, and vehicle engineering. Dean Qian analyzed the advantages and development opportunities of the mechanical discipline of Southwest Jiaotong University, and pointed out that Sichuan’s industrial development needs are closely related to the mechanical engineering discipline. By comparing with the mechanical engineering disciplines of other colleges, he pointed out the shortcomings and deficiencies of the School of Mechanical Engineering in the construction of first-class disciplines. The development of the disciplines faces certain difficulties and pressures, and it is urgent to accelerate development and breakthroughs.
In order to better build first-class disciplines, Dean Qian proposed specific method suggestions and development goals. That is to persist in goal-oriented and problem-oriented development, with "remuneration allocation and resource allocation reform" as the general starting point, enhance development capabilities, and steadily realize the leap-forward development of mechanical engineering disciplines.
He made a summary of 4 points on the construction of first-class disciplines: new century, new journey, new planning for discipline development. Challenges we are facing, large platforms, big talents, big projects, big achievements. Specific measures we take, condensing the characteristics of a distinctive scientific research team to enhance scientific research influence, and strengthening the characteristics of undergraduate teaching.
Deputy Dean Tian introduced the implementation plan of performance wages reform. Prof. Tian pointed out that each department formulated its own performance wage distribution plan, which fully reflected the "achievements, results, and efficiency orientation". Basic performance wages should be paid according to the individual's completion of job responsibilities and tasks, and those who have not completed job responsibilities should be appropriately lowered in the proportion of their basic performance. The part of the "performance reward" should fully reflect the "achievements, results, and effectiveness". At the same time, he encourages all departments to establish an evaluation mechanism. Those who rank in the lower part in the annual/employment period evaluation should be appropriately deducted from their basic performance wages. For those in the "negative list", department may deduct part or all of the post responsibility allowance and performance salary according to the severity of the circumstances and the resulting losses and impacts.
Without forgetting the original intention and keeping in mind the mission, the School will deepen the work of first-class discipline construction and performance reform, insist on emancipating the mind, deepening reform, advanced benchmarking, innovative development, and constantly create a new situation in the discipline construction work, and strive to reach a new level in first-class discipline construction.
